What Is Road Tax?

Road tax — officially the Motor Vehicle Licence — is a fee paid to RTSA for permission to use your vehicle on Zambia's public roads. It is governed by the Roads and Road Traffic Act and administered by the Road Transport and Safety Agency (RTSA). It is separate from vehicle registration and insurance.

How Is It Calculated?

Road tax is charged based on your vehicle's manufacturer's permitted gross vehicle weight (GVW) — the maximum total weight of the vehicle including passengers and cargo. This is printed in your vehicle's registration book. It is not based on engine size or vehicle age for the motor vehicle licence.

How & Where to Pay

Road tax can be paid online via ZamPortal (zamportal.gov.zm) using the ZamPass system — you need a ZamPass account registered with your NRC/driver's licence. You can also pay in person at any RTSA office across Zambia. Payment can be made for 1, 2, 3, or 4 quarters.

When Is It Due?

Road tax (Motor Vehicle Licence) must be valid at all times when driving on Zambian public roads. It can be renewed annually or quarterly. Many vehicle owners renew quarterly to spread the cost across the year. Your vehicle must also have a valid Certificate of Roadworthiness and valid insurance.

What Happens If Expired?

Driving with an expired road tax disc exposes you to fines and impoundment. Traffic police in Zambia routinely check road tax during roadblocks. RTSA has also increased enforcement. Always renew before expiry — there is no grace period. Buying or selling a vehicle? Road tax (like insurance) ceases upon change of ownership.

Carbon Emission Surtax

When importing a vehicle into Zambia, a Carbon Emission Surtax applies based on engine capacity: K50,000 (up to 1,500cc), K100,000 (1,501–2,000cc), K150,000 (2,001–3,000cc), K200,000 (over 3,000cc). This is a one-time import tax — not an annual road tax. It is added to customs duties at the point of importation.

No. Motor vehicles owned by the Government of the Republic of Zambia pay Nil for the Motor Vehicle Licence (road tax) under RTSA's fee schedule. This exemption applies specifically to government-owned vehicles and does not extend to vehicles owned by parastatals, NGOs, or private companies.
For road tax renewal, RTSA states that no supporting documents are required — you simply pay the prescribed fee. However, practically speaking, your vehicle must have: (1) a valid Certificate of Roadworthiness (road fitness test) from an RTSA-approved inspection centre, (2) valid third-party insurance, and (3) your vehicle registration book. Your vehicle must also have cleared all outstanding RTSA fees. Driving without a valid Certificate of Roadworthiness is a separate offence from driving without road tax.
